EV incentives vary widely across EU, says ACEA

European manufacturers’ trade body ACEA has produced a comprehensive overview of the tax benefits and purchase incentives for electric vehicles across the EU and the UK which shows that wide variations exist.

The guide says that, although fiscal measures to stimulate electric vehicle sales are now available in nearly all EU member states, the nature and especially the monetary value of these benefits and incentives still varies widely across the 27 member states of the EU and the UK.

Amongst the key findings are that:

  • Financial incentives for electrically-chargeable cars are available in 26 out of the 27 EU countries.
  • 20 EU member states offer incentives such as bonus payments or premiums to buyers of electric vehicles.
  • Six countries do not provide purchase incentives, they merely grant tax reductions or exemptions for electric cars:
    • Belgium
    • Bulgaria
    • Cyprus
    • Denmark
    • Latvia
    • Malta

Lithuania is the only EU state that does not provide any tax benefits or incentives at all.

The overview looks at individual markets in turn. For example, in Austria there is a VAT deduction and exemption from taxes for buyers of zero emission private and company cars.

There is also a bonus available until the end of 2020 for the purchase of new cars and vans with a fully‐electric range of 50k and a gross list price of less than €60,000. This amounts to €3,000 for Battery Electric Vehicles (BEVs) and Fuel Cell EVs (FCEVs), while there is a bonus of €1,250 for Plug-in Hybrid EVs (PHEVs) and Extended Range EVs (EREVs).

In Germany, the EU’s largest new car market, there is currently a temporary VAT reduction from 19% to 16% until the end of the year. In terms of bonuses available, there is an additional innovation bonus until the end of the year. This increases the environmental bonus available for new and used BEVs, PHEVs and FCEVS costing less than €40,000 to €9,000 for BEVs and FCEVs and €6,750 for PHEVs.

For cars with a net list price in excess of €40,000, there is a €7,500 bonus for BEVs and FCEVs and €5,625 for PHEVs.
